How old must I be to dive

You can dive from as young as 12 years old - limited to shallower depths, up to the 70 or 75 - depending on your health.

Is there limitations regarding health

Unfortunately yes - if you have illnesses such as high blood pressure, heart conditions and epilepsy must be check and cleared by a diving medical practitioner.

Is it expensive to dive

No it is rather inexpensive - the expensive part is when you decide to buy your own equipment.
However, the majority of diving charters have their own equipment that can be rented on a daily basis.
The training can be expensive depending on who is providing the training and where it is being done.
